BACKGROUND/DISCUSSION:
Applicant/Owner: Beltmill Saginaw, LLC
Engineer: McAdams, Doug Powell
Existing Zoning: AG
Ultimate Land Use Plan: CC
Proposed Zoning: PD/CC, PD/MF2, PD/SFA and PD/SF4
On November 10, 2020, the Planning and Zoning Commission recommended to the City Council that a Conceptual Development Plan be approved for the Beltmill development. The zoning ordinance allows for approval of a Conceptual Development Plan by Public Hearing.
Subsequently, a Final Development Plan could be approved by the Planning and Zoning Commission and City Council without a Public Hearing if the Final Development Plan was consistent with the Concept. If the plan contains differences from the approved concept, a Public Hearing becomes necessary for final plan approval.
The applicant is requesting a zoning change from AG to PD/SF4, PD/SFA, PD/MF2 and PD/CC. The development plan is divided into four Tracts comprised of Tract 1 Single Family Residential (Single Family Detached (SF4)), Tract 2 Town Home Residential (Single Family Attached (SFA)), Tract 3 MF Residential (Multi-Family 2 (MF2)) and Tract 4 Commercial (Community Commercial (CC)).
The property has existing frontage on Bailey-Boswell Road and Wagley-Robertson Road. The development is bordered on the west by the Burlington Northern Santa Fe Railroad. The development extends northward into the City of Fort Worth.
The development includes an interior 4-lane divided roadway (Beltmill Parkway). A Traffic Impact Analysis has been submitted that recommends improvements to the intersections with Bailey Boswell Road and Wagley Robertson Road including turn lanes and signalization.
The Final Development Plan is substantially consistent with the Conceptual Development Plan although staff believes that a Public Hearing is warranted.
Densities within the plan have generally been reduced from the previous plan.
