SUBJECT:

Action regarding appointment of Mark Andress as a Police Reserve Officer

Pursuant to Saginaw City Code Sec. 66-30. Police reserve force. Members of the police reserve force shall be appointed by the chief of police. Reserve officers will be held to the same training and licensing standards as full-time members of the department. Upon appointment by the chief of police, members of the reserve force must be approved by a simple majority of the city council before acting as a peace officer.

(Ord. No. 2001-04, S 1, 2-6-01)

BACKGROUND/DISCUSSION:
It is the desire of the Chief of Police to swear Mark Andress in as a reserve police officer. After former Saginaw Police Sergeant Mark Andress retired, he was hired back as a part-time employee under contract as a background investigator for the City. Conducting police backgrounds can be performed by sworn peace officers or civilian employees, however, being a sworn officer is an advantage both in experience and removal of certain barriers to release of records and gathering of information, making it a more efficient and expedient process. City ordinance Sec. 66-30 requires approval of a simple majority of the City Council (see above).

FINANCIAL IMPACT:
There is no financial impact.

RECOMMENDATION:
Staff recommends approval.
