BACKGROUND/DISCUSSION:
Recently an issue was discovered regarding the two alternate member positions on the Advisory Recreation and Parks Board. Following some research through minutes and ordinances, the following was determined.
Ordinance No. 89-14 approved in 1989 created the board and designated the number of members to be seven. The original seven members were appointed in January 1990.
In July 1994 a memo was written to City Manager Pat Moffatt requesting the addition of two alternate members. At the August 16, 1994 City Council Meeting there was an item on the Consent Agenda to approve the addition of two alternate members. There was no mention of an amendment to the original ordinance. In November 1994, two alternate members were appointed.
The Board currently has seven regular members and two alternate members. City Attorney Meredith prepared Ordinance No. 2021-09 to formally recognize and address the addition of the two alternate members as approved in 1994.
