SUBJECT:

Action Regarding an Agreement with CMJ Engineering, Inc. for Pavement Investigation Basswood Blvd. Grand Central Parkway to N. Blue Mound Rd. (FM 156)

BACKGROUND/DISCUSSION:

On May 4, 2021, the City Council received an update on an intersection analysis of Basswood Blvd. and High Country Trail from Kimley-Horn & Associates, Inc. (KHA). KHA provided alternatives for intersection improvements on Basswood at High Country Trail and at Grand Central Parkway.

In addition to the intersection improvements KHA recommended that the Basswood Blvd. be reduced in size from a six lane divided to a four lane divided. The four lane divided will have sufficient capacity for ultimate buildout.

During the presentation Council was informed of a problem in the roadway, from Grand Central Parkway to FM-156, where the travel lanes adjacent to the median were heaving, likely from underlying expansive soils. Staff is proposing to engage CMJ Engineering, Inc. to perform a forensic investigation of the subgrade to determine the cause of the heaving and provide recommendations for remediation. The investigation is warranted whether the pavement section is removed and replaced or simply removed.

The cost of the work required is not to exceed $16,900 without prior authorization.

FINANCIAL IMPACT:

The Financial Impact is $16,900. Funds are available in the Fund Balance.

RECOMMENDATION:
It is recommended that the City Council approve an agreement with CMJ Engineering, Inc. in the amount of $16,900 for Pavement Investigation Basswood Blvd. Grand Central Parkway to N. Blue Mound Rd. (FM 156).
