BACKGROUND/DISCUSSION:
Four architectural firms were invited to respond to a Request For Qualifications (RFQ) for architectural design services for a new Library and Senior Citizens Center. The firms responding were Komatsu, BRW, BSW, and PGAL. All four firms submitted portfolios meeting the specified qualifications and experience.
Presentation interviews with each firm were conducted on June 10-11, 2021, by a selection committee. Committee members were Council Members Charles Beasley and Patrick Farr, Library Board Members Rick Russell and Belinda Henson, and staff members Ellen Ritchie, Keith Rinehart, Lee Howell.
Committee members scored and ranked each firm according to evaluation criteria outlined in the RFQ. Member's scores were totaled and PGAL ranked number #1. Follow up site visits and reference checks on current and past PGAL projects were very positive.
City Management reviewed the scope of services with PGAL and negotiated a fair and reasonable compensation. PGAL submitted a final contract proposal. The contract has been approved as to form and content by City Attorney's office.
FINANCIAL IMPACT:
Funds are available from the 2021 C.O. bond sale. The cost of professional services for this project will total approximately $1,946,075.
