BACKGROUND/DISCUSSION:
In 2018, the City’s Master Thoroughfare Plan (MTP) was amended to add a north south collector roadway (40’ roadway/60’ Right-of-Way) from Basswood Boulevard and McLeroy Boulevard on east of and parallel to the Burlington Northern Santa Fe Railroad. The collector was to provide additional north-south circulation between in the area between Saginaw Boulevard and FM 156.
The roadway alignment has several issues that makes its feasibility questionable including very close proximity to existing residential development, FEMA floodplain/floodway encroachments, probable mitigation due to impacts on wetlands under Section 404 of the Clean Water Act, and an existing conflict with existing industrial development near it terminus at E. McLeroy Boulevard.
In addition, there has been an interest in a new industrial development at it southern terminus that would be severely impacted by requirement to dedicate right-of-way for the roadway. The dedication would may likely result in a taking of the entire tract based on its impact.
Based on the aforementioned issues, staff recommends that the Master Thoroughfare be amended to delete the proposed collector roadway from the MTP as shown on the attached exhibits.
The Planning and Zoning Commission considered the MTP Amendment at it October 12, 2021 meeting and unanimously recommended approval.

RECOMMENDATION:
It is recommended that the deletion of a Collector Roadway from the Master Thoroughfare Plan (MTP) located parallel to and immediately east of the Burlington Northern Santa Fe railroad tracks from Bailey-Boswell Road to E. McLeroy Boulevard be approved.
