SUBJECT:
Action regarding Aquatic Center Repairs

BACKGROUND/DISCUSSION:

In February 2021, the City of Saginaw Texas as well as most of the state of Texas suffered from a debilitating winter storm. Residents and business owners incurred significant damages from temperatures that hovered below zero (0) degrees for one week. The state electrical grid was also offline and not working thus providing no running water or electricity. The City of Saginaw suffered these same symptoms. While staff prepared for the storm by placing heated wrapped tape on exposed pipes in the pump room as well as gas-powered heaters, it did no good and pipes were damaged. There repairs should be taken care of within an October/November 2021 timeframe.

The Aquatic Center is an outdoor facility that is exposed to the elements 24/7/365. During the summer of 2020, the facility was not opened due to the world-wide COVID-19 Pandemic. This past summer of 2021, the facility was not opened due to contractors and parts not being available. Many municipal pools across the state of Texas were not opened for the same reason. Because of the exposure to the extreme elements, the age of the facility, and the facility not in use the past two years, it is in need of renovation.

Pending City Council approval, the City would contract with DCC to begin repairs and renovations with the feature renovations and the beach entry prior to, and in conjunction with the previously approved replaster & pump room repairs. DCC Inc. is a single source provider for water treatment chemicals, products, parts, supplies and maintenance. DCC specializes in meeting the water treatment needs of any Commercial Indoor and Outdoor Aquatics Facilities, Municipal Water Treatment Plants, Fountains & Spas in North Texas for Water Parks & Municipal Parks Departments, Universities & School Districts, Country Clubs & Hotels, Hospitals & Home Owners Associations, Municipal Drinking Water Facilities and many more.

The pool surface can be prepped for plaster while the features are being renovated. However, shooting the plaster will be the last step, before filling the pool and cleaning up. We will also be completing the pluming repairs in the pump room at the time the pool is drained. Once the pool has been refilled, we will be able to test the equipment and determine if there is any additional hidden damage in the equipment room. As previously mentioned, October & November would be the optimum time to complete the project, in order to have the pool ready to open in the late spring. The weather typically cooperates, however December thru February can be dicey with lower temps and general nasty weather (see last winter). Beginning in October/November will allow give an opportunity to address any issues that we are not currently aware exist. As a reminder the City of Saginaw was not the only municipality or residential pool that had damage. Most, if not, all municipalities had damage and repairs to make. Parts and service technicians were on short supply.
