SUBJECT:
Consideration and Action regarding Authorization of Contract with Byrne Construction Services for Construction Manager at Risk Services for a New Library and Senior Center

BACKGROUND/DISCUSSION:

The City of Saginaw began the selection process for a Construction Manger at Risk (CMAR) by announcing an RFP by publication on October 11, 2021, followed by a second notice on October 18, 2021, with a submittal deadline of 4 p.m. on October 26, 2021.

Four construction firms responding submitted portfolios meeting the specified qualifications and experience and were "short-listed" for consideration. The firms were; Byrne Construction Services, Balfour Beatty, Sedalco Construction Services, and Steele & Freeman, Inc.

A selection committee reviewed and scored the proposals based on the following criteria; Qualifications and Experience, Estimating and Cost Control Measures, Quality Control and Commissioning Program, Warranty Program, Pricing and Delivery Proposal.  The selection process also consisted of an interview. The selection committee ranked Byrne Construction Services #1. Reference checks on current and former Byrne projects were very positive.

Committee members were Ellen Ritchie, Keith Rinehart, Rick Russell, Rick Trice, and Lee Howell. The committee recommendation was to offer Byrne a contract for CMAR services to construct a new library and senior center. The contract has been approved as to form by City Attorney's Office.

FINANCIAL IMPACT:
Funds are available from the 2021 C.O. bond sale. A total of  $23.7 million is available for construction costs.

RECOMMENDATION:
The project selection committee recommends approval.
