BACKGROUND/DISCUSSION:
The Texas Department of Transportation (TxDOT) Green Ribbon program was initiated in 1999 to provide construction funding opportunities in certain areas for landscape improvements along state highway corridors. In addition to supporting the goal of air quality improvement, the program is designed to transform and beautify corridors such as Saginaw Boulevard through landscape enhancements.
In August of 2021, a Green Ribbon grant application was submitted to TxDOT for Saginaw Boulevard from the northern City Limits to Minton Road. On November 19, 2021, the City was notified that our application was accepted. The amount of the grant is capped at $400,000 and is subject to execution of a maintenance agreement and Advance Funding Agreement that will be forwarded to the City Council for consideration at a future date.
The IPO includes coordination, survey, preparation of construction documents, reporting, bidding, and construction contract administration for a total amount of $58,000. All of the tasks will be paid on a lump sum basis except Construction Contract Administration that will be based on an hourly rate estimated to total $3,000.
FINANCIAL IMPACT:
The financial impact will be $58,000. Funds are available in the General Fund Balance.
RECOMMENDATION:
It is recommended that the IPO with Kimley-Horn be approved in an amount not to exceed $51,500 for the 2021 Saginaw Boulevard Beautification (Green Ribbon Funding).
