On June 1 2021, the council approved three of its members to a subcommittee for the purpose of reviewing applications and recommending appointment of members to Saginaw’s Citizen Committees and Boards.  The final recommendations were brought to the council at the June 15 2021 meeting for approval.  This duty is covered in the City Charter Section 6.03 (5)

Item 1 – Application Form

During the selection process, the subcommittee identified a number of differences between the electronic and paper Citizen Board applications.  In order to standardize the forms, we submit to the Council a revised application for approval.  Both of the current forms need to be updated, whether or not the new form is approved.  We also recommend the forms be updated prior to the 2022 application submission period.

Item 2 – Appointment of Subcommittee

Recommend to create a council subcommittee each year to review applicants for the Citizen Boards.  It should consist of three council members, one of whom is the elected as the chairman.  Responsibilities should include:

·         In certain situations, applicant interviews may be conducted. 

·         Incumbents up for renewal may not be automatically accepted or promoted.  Their commitment and performance should be reviewed prior to appointment.

·         Annual review of the Citizen Boards, webpages, consideration of new boards, updates to application, etc.

·         New Boards/Commissions

·         Should boards and commissions have alternates
