BACKGROUND/DISCUSSION:
On January 19, 2022, the City received competitive sealed proposals for the Knowles Drive, Phase 1 Project. Competitive sealed proposals differ from traditional competitive bidding in that it considers the offerer’s experience in addition to the amount bid as the basis for the award.
Proposals were publicly opened and cost proposals read aloud. The following cost proposals were received:

The proposal documents contained a scoring matrix that rated the offeror’s were required to respond to. The offerors were then rated based on the following criteria and weight:
1. Proposed Contract Price (50 points)
2. General Information, Organization and Experience of Key Personnel (15 points)
3. Experience of Offerer with Similar Projects (10 points)
4. Detailed Schedule, Construction Sequencing and Written Plan (25 points)
A committee comprised of City staff and Kimley-Horn and Associates, Inc. (KHA) met and evaluated the offeror’s submittals Based on the rating system, the respondents were ranked as follows:
1. McMahon Contracting L.P.
2. DDM Construction Corp.
3. McClendon Construction Co., Inc.
4. Tiseo Paving Co.
5. XIT Paving & Construction, Inc.
6. Chambers Engineering, LLC
7. Sema Construction, Inc.
KHA has submitted a recommendation to award the contract to McMahon Contracting L.P.
FINANCIAL IMPACT:
The Financial Impact is $6,971,439.44. Funds are available in Capital Projects Fund, 06-1507-21-00 and the General Fund Balance. Knowles Drive, Phase 1 was selected for the Tarrant County Transportation Bond. Pending execution of a future Inter-local Agreement with Tarrant County, it will participate in fifty percent of the construction cost.
RECOMMENDATION:
It is recommended that the City Council award a contract to McMahon Contracting L.P. in the amount of $6,971,439.44 for the Knowles Drive, Phase 1
