SUBJECT: Action regarding Recommendation for Renewal of Highway Right-of-Way Mowing
BACKGROUND/DISCUSSION:
In September 2019, the City of Saginaw went out for bid for Right-of-Way Mowing. Greener Pastures Landscaping (A Yellowstone Landscape Co.) submitted a winning bid of $785 per mowing cycle. The City Council awarded the bid to Greener Pastures.
The term of the original contract is from the date of award through December 31, 2020, with the option to renew the contract for two (2) additional one-year terms.
- ADDITIONAL YEAR ONE: We completed the original contract year ending December 31, 2020. We then requested to continue and the City Council approved to renew the contract for one (1) additional year that ended December 31, 2021. There was no additional charge or increase in fees by the company.
- ADDITIONAL YEAR TWO: We completed the first additional year of the contract year ending December 31, 2021. Now, we are requesting the City Council approve to renew the contract for one (1) additional year that will end December 31, 2022. Yellowstone Landscaping (formerly Greener Pastures) is submitting a 3% increase on the ROW mowing contract. This additional amount would increase the payment per cycle mowing from $785 to $808.55 ($23.55 increase) additional change to the original contract charge. 3% is a standard inflation amount increase for one year. Additional fees for weed abatement as opposed to just pulling weeds would increase from $614.10 maintaining the beds per month, to removing weeds and applying a chemical herbicide every other week to $685.
FINANCIAL IMPACT: The financial impact will be $808.55 per mowing cycle. Residents, via their monthly water bill, will fund this project from the Keep Saginaw Beautiful voluntary $1.00 donation.
RECOMMENDATION: Renewal is based on an evaluation by the Owner of the contractor's performance during the previous period, budget requirements, etc. Staff is recommending the approval of the Right of Way Mowing Contract with Yellowstone Landscaping (formerly Greener Pastures) with a 3% increase on the ROW mowing contract. |
