SUBJECT:
Consideration and Action regarding Proposal for Radio Marketing Partnership with 95.9 The Ranch and 92.1 Hank FM for the 2019 Saginaw Train & Grain Festival

BACKGROUND/DISCUSSION:

This proposal includes advertisement of the 2019 Train & Grain Festival on 95.9 The Ranch Radio Station and 92.1 Hank FM Radio Station.  The festival will be included on both stations through multiple announcements on air, their websites, station apps, and Facebook pages.   It includes a two hour remote broadcast by 95.9 The Ranch at the festival.  During the broadcast they will promote our activities, performers, etc. and encourage listeners to come to the festival.  There will games with the opportunity for attendees to win prizes.  The proposal also includes a two hour "experience" broadcast by 92.1 Hank FM which includes promotion of our activities and also encourages listeners to come to the festival.  The Hank Party Patrol will entertain the crowd with family friendly games and competitions.   It's interesting to note that 95.9 The Ranch was involved in the last Train & Grain Festival in 2003.

Our plan is to have 92.1 Hank FM at the festival from 11:30 a.m. to 1:30 p.m. followed by 95.9 The Ranch from 1:30 p.m. to 3:30 p.m.  This will lead up to the performance at 3:30 p.m. by the Texas Country Music Hall of Fame Band.

The total cost for all advertisements, broadcasts (including prizes) by both stations, artwork design for 11x17 posters, a Facebook header graphic, and social media versions of the poster for web and sharing is $9,500.  (Total approximate promotional value is $30,200.)   The coverage area for both stations is over 3 million in population and 17+ counties.  This will provide an avenue to promote our festival in a way that we can't do ourselves. It also meets the requirements for using hotel/motel tax funds because it will advertise and promote the festival outside the City.  We have met with representatives of 95.9 The Ranch and 92.1 Hank FM several times and they are excited about the opportunity to be part of our festival.

FINANCIAL IMPACT:
The financial impact will be $9,500.  Funds are available in the General Escrow Fund, Hotel/Motel Tax.

RECOMMENDATION:
Staff recommends approval of the proposed agreement.
