SUBJECT:

Consideration and Action of Professional Architectural Services proposal by PGAL to conduct a Renovation Concept Study for the John Ed Keeter building and City Hall.

BACKGROUND/DISCUSSION:

After completion of the future Saginaw City Library and Senior Center, the John Ed Keeter building will be vacated and can then be reoccupied by other City Departments needing additional office and work space. The 2019 Municipal Facility Needs Assessment recommended a renovation of Keeter and the current City Hall. Suggestions in 2019 included moving Public Works Administration and the creation of a Permit Center.

This proposed study would examine in detail the updated needs and priorities of City services to be relocated, confirm current and future space needs in a renovated Keeter building, and explore in detail the feasibility of expanding the existing Council Chamber, service lobby, and other existing work space in City Hall. Renovations would provide usable space for a more centralized City service area on McLeroy, as well as free up the existing Public Works Admin building and The Depot by moving Building Inspections and Code Enforcement. The scope of the 2019 assessment did not factor in the ultimate build out capacity of the city.

The original assessment estimated renovations to Keeter and City Hall at $5.8 million at 2019 costs, including a 15% contingency. Effected areas could be 10,000 to 18,000 SF.  Renovations would likely not be completed until 2024-25, requiring additional design and construction services.

FINANCIAL IMPACT:
The cost of this study is $17,500 and qualifies for use of ARPA (American Rescue Plan Act) funds. Future architectural design and construction costs could come from ARPA funds, or a combination of ARPA and municipal issued debt.

RECOMMENDATION:
Staff recommends approval.
