SUBJECT:

Consideration and Action Regarding Authorization of Amendment No. 1 to an Individual Project Order (IPO) for BNSF Utility Relocations

BACKGROUND/DISCUSSION:

On December 5, 2017 the City Council authorized an Individual Project Order with Kimley-Horn & Associates, Inc. for the Fairmount Sanitary Sewer Rehabilitation, Phase 1. The project consists of the rehabilitation of approximately 800 LF of 12-inch sanitary sewer line from Southern Blvd to approximately Fairmount Ave.

On March 29, 2019, the city was notified by the Burlington Northern Santa Fe Railroad (BNSF) that it was preparing final plans for the construction of a parallel track within the city. The project will be completed within existing railroad right-of-way. Segments of the project will include a parallel track on the eastern side of the railroad and will require additional embankment or fill be placed adjacent to the tracks. The remainder of the project will be within the existing track corridor.

The city of Saginaw has 10 utilities (6 waterlines and 4 sanitary sewers) crossing BNSF tracks under permit with the railroad. The permits require that the city accommodate the railroads construction by extending and encasing our facilities to meet railroad requirements. Not all utilities have been found to be in conflict and can remain in place without additional modifications. The proposed amendment will provide design, geotech analysis, preparation of licensing documents and construction contract administration and material testing.

Since the work required is similar in scope, staff is recommending that we include the BNSF relocations with the Fairmount project. The proposed IPO with KHA will provide engineering plans, specifications and contract documents to complete the relocation of a 12” sanitary sewer line and abandonment of an 8” waterline that are in conflict. Bidding and general construction oversight is also included.

In addition to the design of the BNSF relocations, the IPO will provide material testing during construction.

KHA proposes to perform this work for $52,000.
