SUBJECT:
Consideration and Action regarding Appointment to the Animal Shelter Advisory Committee.

BACKGROUND/DISCUSSION:

The Texas Health and Safety Code requires a city that operates an animal shelter to have an animal shelter advisory committee. Sec. 823.005 mandates qualifications for four of those members.

THSC Sec. 823.005.  ADVISORY COMMITTEE.  (a)  The governing body of a county or municipality in which an animal shelter is located shall appoint an advisory committee to assist in complying with the requirements of this chapter. (b)  The advisory committee must be composed of at least one veterinarian, one county or municipal official, one person whose duties include the daily operation of an animal shelter, and one representative from an animal welfare organization.

Current appointees do not include all the mandated qualifications. Mr. Joseph Stout submitted an application to serve on the Animal Shelter Advisory Committee. Mr. Stout has extensive experience in rescue operations and animal welfare organizations. He lives in Colleyville and is currently a member of Mid-Cities Community Cats. Mr. Stout's appointment would fulfill the mandated appointments as follows:

1) Veterinarian: Dr. Karen Metzler, 2) City Official: Jose Wheeland, 3) Involved in Shelter Operations: Breanna Farley, 4) Involved in Animal Welfare Organization: Joseph Stout.
