BACKGROUND/DISCUSSION:
On July 5, 2022, at the meeting of the City Council in Regular Session, Council Members gave direction to staff to explore professional services proposals for a needs assessment and possible future design services of a new Animal Services Shelter.
Animal Arts Design Studio, Inc. (Animal Arts) and Principal Architect Heather E. Lewis have collaborated on hundreds of architectural designs and assessments all over the United States and are considered one of the premier designers and consultants in the unique field of animal care facilities.
Most recently Animal Arts consulted for the City of Ft. Worth on the Chuck Silcox Animal Care and Adoption Center which opened in 2021. Animal Arts is currently serving as consultant for a master needs assessment, plan, and design for Austin Pets Alive in Austin, Texas, and several other design projects around the country.
The Animal Arts proposal would include a facility needs assessment, including a site assessment, recommendation of program spaces with options, cost estimating, and a summary of costs with costing options. A final report would include preliminary design plans, a floor plan recommendation, and an analysis of capacity requirements needed to serve the citizens of Saginaw and our animals.
With approval of this agreement the City would have the option to expand services to include fund raising renderings, and more detailed design documents.
FINANCIAL IMPACT:
Costs associated with this agreement would come from 2021-22 ARPA funds. A range of services are divided into options with itemized costs.
FEES:
The fees for services described in this Agreement are listed below. The city may authorize Animal Arts to proceed with all or only a portion of the work associated with these fees:
• Needs Assessment, Workshop, and Report $13,600
• Optional In-Public Stakeholder Meeting $1,000
• Optional In-Person City Council Meeting $2,800
• Optional Fundraising Drawings $25,000
The fee will be billed monthly based on the percentage of work complete for the authorized service.
REIMBURSABLE EXPENSES:
In addition to the fees outlined above, the city will be responsible for reimbursable expenses, including airfare, lodging, car rental, mileage, reproduction costs, and shipping. Reimbursable expenses are billed at 1.15 times actual cost and will be invoiced monthly as they occur. A not to exceed budget of $7,000 has been established for these costs for the full scope of work in this Agreement.
RECOMMENDATION:
Staff recommends approval.
