BACKGROUND/DISCUSSION:
Fuel City Saginaw, LLC has led an effort to secure authorization for a Texas Department of Transportation (TXDOT) project to improve the intersection of FM156 (Blue Mound Road) and Industrial Avenue. The project was funded through the North Central Texas Council of Governments COVID-19 Infrastructure Project. The City of Saginaw is taking the lead as the Local Sponsor although Fuel City, City of Fort Worth and potentially the City of Blue Mound will be participants requiring one or more Interlocal Agreements for the phases of work.
On April 6, 2021, the City Council authorized a Subsurface Utility Engineering (SUE) agreement with Cobb, Fendley & Associates, Inc. (Cobb Fendley). The SUE identified utility locations and potential conflicts within the footprint of the project. As a result of the SUE, a conflict was identified with a Barnett Gathering Gas Line that would require relocation cost estimated at $600,000 or greater. The Barnett Gathering gas line conflict resulted in the street plans being revised to avoid the conflict and are now at approximately 90% complete.
The agreement with Cobb Fendley will coordinate and manage the clearance process with utility companies that require relocations to accommodate the project.
Cobb Fendley proposes to provide these services for $41,402 on an hourly not to exceed basis.
FINANCIAL IMPACT:
The financial impact will be $41,402. Funds are available from the 2020 Certificates of Obligation, Account 06-1516-20.
RECOMMENDATION:
It is recommended that the City Council approve the Professional Service Agreement with Cobb Fendley for Utility Clearance Coordination Services in an amount not to exceed $41,402.
