SUBJECT:
Presentation and general discussion regarding introduction of a Saginaw Home Improvement Program (SHIP)
Staff has created a draft incentive program for homeowners to perform home improvements. Home improvements can result in reduced maintenance, increased curb appeal, elevated value of the the improved home and surrounding community, revitalization of neighborhoods, blight abatement, and higher efficiency or reduced utility costs.
Initial thought is to introduce the program to one of the earlier developed residential areas identified as the Rancho North Addition. Upon implementation the program would be evaluated for effectiveness with the intent to expand eligibility for the program to other areas of the city in the future.
BACKGROUND/DISCUSSION:
The entire community benefits from having well kept, appealing and secure homes resulting in increased values and higher efficiency while potentially lowering crime rates and increasing neighborhood safety.
Staffs intent is to create a program to entice and support home improvement, The result is the proposed Saginaw Home Improvement Program or SHIP.
FINANCIAL IMPACT:
The program would be brought back to City Council for formal adoption at a later date and if decision is made to implement a maximum of $25,000 has been budgeted for the program this fiscal year. $12,500 each from both the general fund and the enterprise fund.
RECOMMENDATION: Staff recommends agreement to continue finalizing the program details and bring back to City Council at a future date this fiscal year for formal approval and implementation. |
