SUBJECT:
MOU between Saginaw PD and EMS-ISD PD for jurisdictional issues, issuance of citations and jail services provided by Saginaw PD
BACKGROUND/DISCUSSION:
The EMS-ISD has started their own police department. With several of their campuses falling wholly within our jurisdiction, this MOU establishes jurisdictional control, mutual aid during significant events, and also allows the EMS-ISD PD to utilize the City of Saginaw jail, based on a compensation rate per arrestee.
FINANCIAL IMPACT:
The only financial impact is positive for the City of Saginaw. EMS-ISd will compensate the City of Saginaw for each and every arrest the EMS-ISD PD makes that is transported to the Saginaw City jail. Reflecting back on past years where we were contracted with EMS-ISD for SRO's, those arrests should number fewer than 15 throughout the whole school year.
RECOMMENDATION:
Staff recommends that City Council approve the MOU. |
