BACKGROUND/DISCUSSION:
The City made application to Tarrant County seeking Community Development Block Grant (CDBG) funding for the 2022 CDBG Project (CDBG-48th Year). On March 15, 2022 the City Council adopted Resolution No. 2022-02 designating the 2022-48th Year CDBG Project to be sidewalk construction along the north side of Wofford Way and the east side of Thompson Dr. from Opal St. to Longhorn Rd. and on both sides of Palomino Dr. crossing Thompson Dr. The total estimated cost for the project was $475,000 with an estimated project CDBG funding allocation of $200,000 and $275,000 estimated participation from the City.
In November 2021, an Individual Project Order with Kimley-Horn and Associates, Inc. (KHA) for the anticipated project's design, bidding and construction services was approved in the amount of $85,000.
Bids were opened by Tarrant County on October 5, 2022. The following bids were received.
Excel 4 Construction $549,090
Cole Construction Inc. $568,960
JR West Texas Concrete, LLC $613,560
Atkins Bros. $912,530
Upon review of the bid tabulation, KHA determined that Excel 4 Construction does not have the necessary qualifications to perform sidewalk, ADA-compliant pedestrian ramps and driveway work.
KHA reviewed the bid and references for Cole Construction Inc. and determined them to be the lowest responsive bidder.
FINANCIAL IMPACT:
The amount of the bid from Cole Construction Inc. is $568,960. The CDBG allocation for this project is $169,327 which makes the City's contribution a total of $399,633. Funds to cover the City's portion will come from the 2022 Certificates of Obligation.
RECOMMENDATION:
Staff recommends approval of Resolution No. 2022-23, recommending to Tarrant County that the bid be awarded to Cole Construction Inc. in the amount of $568,960.
