BACKGROUND/DISCUSSION:

At the October 8th City Council meeting the SHIP program was introduced to City Council and with City Council support provided, the program is now being presented for formal action to implement.

The intent of the program is to incentivize and assist with home improvement which can result in increased curb appeal, revitalization of neighborhoods, blight abatement, higher efficiency, and elevated value of the improved home and surrounding community.

The program has undergone legal counsel review and approval. A 380 agreement is the legal instrument required to implement the program. Each project submitted for consideration will require a 380 agreement between the city and the applicant homeowner.

FINANCIAL IMPACT:

A total amount of $25,000 has been budgeted in the current fiscal year for the program.

$12,500 is budgeted from the general fund.

$12,500 is budgeted from the enterprise fund. Use of enterprise funds are restricted to specific improvements such as water and sewer related improvements and as such will only be applicable to those qualifying improvements.

The program will be managed by Chief Building Official Larry Little with support from FD Admin, Finance and the City Manager's Office.
