SUBJECT: Consideration and Action regarding Ordinance No. 2023-5, Appointment of Municipal Court Judge and Associate Judges; and Approval of Municipal Court Judge Agreement
BACKGROUND/DISCUSSION: In January 2012, a Municipal Court of Record was established by the City Council and Attorney Lorraine Irby was appointed Judge. The appointment was for two years; Judge Irby has been reappointed in 2014, 2016, 2018, 2020, and 2022. Associate Judges Wendy Cooper and Stewart Bass are also appointed in conjunction with the Judge's appointment. Their terms of office expire January 31, 2023. The Municipal Judge Agreement also expires on that date. Ordinance No. 2023-5 appoints the Judge and Associate Judges for a one year term. The proposed Municipal Judge Agreement is the same as the current agreement with only the change being the dates and a 5% increase in compensation. The first increase since the original contract with Judge Irby.
FINANCIAL IMPACT: The annual cost for the Judge's services is $45,360 and up to $300 for training expenses. This amount is included in the FY2022/2023 Adopted Budget.
RECOMMENDATION: Staff recommends approval of Ordinance No. 2023-5, appointment of Lorraine Irby as Municipal Court Judge, and Wendy Cooper and Stewart Bass as Associate Judges for one year beginning February 1,2023; and approval of the Municipal Judge Agreement. |
