BACKGROUND/DISCUSSION:
The Police Department, like the other department within the city, are significantly behind our neighbors reference to pay. The police department presented a study involving 24 policing agencies, showing our pay to be 13% or more behind the average for those cities. We requested council consider moving eleven sworn officers and two non-sworn employees into their proper step, based on their tenure. During this discussion, we also spoke about our dispatch/records supervisor being more than 35% behind the average of nine agencies that submitted pay information. Council requested that we determine the cost for moving the dispatch/records supervisor and bring those cost back to council.
The 15 year non-sworn employee has tendered his resignation. He will be going to another agency as a dispatch supervisor and will be making close to $20K more than his salary here in Saginaw
FINANCIAL IMPACT:
To move the original 11 sworn officers and 2 non-sworn would cost:
$33,934.31 + 30% for Benefits = Total cost of $48,477.59
To move our Dispatch/records supervisor from Grade 23 to Grade 26 and then to Step 2 based on tenure:
$8179.21 + 30% for benefits = Total cost of $11,684.59
Total Financial impact for all $60,162.18
RECOMMENDATION:
Staff requests Council approve the adjustments to salary as a mid-year adjustment.
