City Ordinance Review Discussion - Off Street Parking
Staff and City Council review of existing codes and ordinances for applicability and effectiveness.

BACKGROUND/DISCUSSION:
Staff has began methodical review of existing ordinances. Ten ordinances have been initially identified as priority in the review process based in part on the following criteria:
- Ordinances staff most often encounter or apply most often
- Ordinances that generate the most controversy and/or complaints
- Ordinances that conflict with other ordinances, codes or laws
- Ordinances staff may have inner conflict with enforcing - believe revisions are necessary
- Ordinances that pose the greatest challenge to enforce
- Any ordinance staff believe would have a positive community benefit by promoting, revising or eliminating
- Any ordinance that has recurringly prevented citizens from pursuing a home or business improvement project
Staff plans to systematically bring specific ordinances before council for discussion to include staff input, recommendation and applicable exhibits for consideration of potential action in the future adhering to legal requirements for ordinance adoption, revision or repeal.
Off street parking being the initial ordinance in this initiative. The existing ordinance is attached.

RECOMMENDATION:
Staff will present recommended change considerations to the off street parking ordinance to help eliminate ambiguity, make the ordinance more pertinent to today's conditions and assist staff with gaining compliance with the intent of the ordinance. |
