BACKGROUND/DISCUSSION:
In May of 2022, a Green Ribbon Grant Application was submitted to TXDOT for Saginaw Blvd. from Bailey Boswell Rd. to W.J. Boaz Rd. On September 22, 2022, the City was notified that the application was accepted. The amount of the grant is capped at $400,000 and is subject to execution of a maintenance agreement and Advance Funding Agreement (AFA). On November 15, 2022, City Council approved an Individual Project Order with Kimley-Horn and Associates in the amount of $60,000.
TXDOT transmitted the AFA for Green Ribbon Program On-System for the City to execute. The AFA stipulates the responsibilities of the Federal, State, and Local governments for the project. Under the agreement, costs will be allocated based on 80% Federal funding and 20% local funding until the federal funding reaches the maximum obligated amount. The State will then be responsible for 100% of the costs. The City's responsibility is $60,000 for engineering and environmental. The IPO with Kimley-Horn will satisfy the City's participation on the project. The maintenance agreement is pending.
