Consideration and Action Regarding Agreement With Project Dream Play Regarding Willow Creek Park Playground (Willow Creek Station)

On April 17, 2018, City Council passed Resolution 2018-13 authorizing a budget appropriation in the amount of $178,675 to Project Dream Play toward completion of the Willow Creek Park Playground. Project Dream Play is a 501(c) 3 non-profit organization that initiated vision for the project and has raised funds in support.

On January 15, 2019, City Council authorized a contract in the amount of $32,500 with La Terra Studio for the design of the Willow Creek Park Playground The project consists of an accessible playground to be construction at the northern section of Willow Creek Park.

The project was designed and on June 11, 2019 bids were received for the Willow Creek Park Playground. Grod Construction, LLC submitted the low bid of $482,484.50. Consideration for the award of contract is being considered under a separate item.

Project Dream Play has submitted an agreement for consideration. The major elements of the agreement are:

• Dream Play will contribute $83,500 to the City within 15 days after the Award of Contract for the Willow Creek Station (Willow Creek Park Playground)

• Dream Play will contribute $59,000 to the City within 15 days after Completion and Final Acceptance of the Willow Creek Station (Willow Creek Park Playground) Project.

• Total contribution by Project Dream Play is $143,000.

• The City Manager is authorized to spend up to $8,000 for project elements related to:

• Ground breaking ceremony

• Pre-grand opening VIP event for sponsors and key contributors

• Public grand opening event

• Promotion of the sale of fence pickets, funding and construction of the fence and a donor recognition structure

• Placement of a recognition name plate on a major piece of equipment in honor of a donation made by Taco Casa

Financial Impact with be the receipt of $143,000 to be used for the construction of the Willow Creek Park Playground project and up to $8,000 in expenditures to come from Fund Balance.
