BACKGROUND/DISCUSSION:
On December 5, 2017, City Council authorized an Individual Project Order (IPO) with Kimley-Horn and Associates, Inc. (KHA) for the Fairmount Sanitary Sewer Rehabilitation, Phase 1. The project consists of the rehabilitation of approximately 800 LF of 12-inch sanitary sewer line from approximately Southern Blvd. to Fairmount Ave.
On March 19, 2019, the City Council rejected bids that were received for the project that were approximately $400,000 over the budgeted amount. The project was to be re-bid at a later date.
In March, the City was notified by Burlington Northern Santa Fe Railroad (BNSF) that it was planning an expansion of its facilities requiring the city to examine its utility crossings to clear for the railroad’s construction.
On July 2, 2019, the City Council authorized an amendment to KHA’s IPO to add additional design work required to abandon an 8-inch waterline and relocate a 12-inch sanitary sewer within BNSF right-of-way.
One bid was received for the project on July 2, 2019 as follows:
