BACKGROUND/DISCUSSION:
On October 1, 2019, City Council awarded a contract in the amount of $186,880.00 with Barclay’s Premier Utility Services for the Saginaw Manhole and Pipe Rehabilitation Contract. Subsequent to the award, staff met with the contractor to review the scope of work. The contractor proposed some modifications to the scope that would result in added value to the project. The proposal resulted in replacement of additional sanitary sewer pipe using trenchless (pipe bursting) technology. The pipe proposed for replacement is clay pipe that has limited future serviceability.
The proposed change in scope will remove all “open cut” segments from the project resulting in less traffic disruption. The result of the Change Order is an increase in total pipe replacement from 585 feet to 1,241 feet. The rehabilitation of two manholes will be removed from the project to keep the revised contract amount within statutory limits. The contract provides $7,779 in allowances for unknown contingencies.
The proposed contract summary is as follows:
Contract Amount $186,880.00
Total Additions to Contract Amount $161,520.00
Total Deletions to Contract Amount $114,800.00
Net Increase to Contract Amount $46,720.00
Revised Contract Amount $233,600.00
FINANCIAL IMPACT:
The total financial impact will be $46,720. Funds for the Change Order will come from Fund Balance.
RECOMMENDATION:
It is recommended that Change Order No. 1 to the Saginaw Manhole and Pipe Rehabilitation Contract be approved in the amount of $46,720.
