SUBJECT:

Action regarding Amendment of an Individual Project Order (IPO) with Kimley-Horn and Associates, Inc. for McLeroy Boulevard Curb and Gutter Replacement

BACKGROUND/DISCUSSION:

On April 16, 2019, City Council approved an Individual Project Order (IPO) with Kimley-Horn and Associates, Inc. for McLeroy Boulevard Curb and Gutter Replacement. The IPO, as approved, was limited to preparation of construction documents only with bidding and construction phase services deferred to a later date pending project selection for the proposed 2020 Bond Program.

Based on the current project listing, E. McLeroy Boulevard is not anticipated to be a candidate has been identified as a high priority candidate for street maintenance and/or reconstruction. The previous rehabilitation of McLeroy occurred approximately 7 years ago. During the rehabilitation the subgrade and base under the roadway surface received minimal treatment contributing to its poor condition.

Until the ultimate street reconstruction can be funded, staff is proposing to reconstruct it to an interim asphalt section utilizing private contractor and Tarrant County resources. The proposed pavement section is 4” asphalt over 4” flex base over lime stabilized subgrade. The pavement section should have a service life of 20 years or more. Funding will come from street maintenance funds. The plan is to replace 100% of the curb and gutter from Samson Drive to FM 156. Following the curb and gutter replacement, staff will assess, based on available funds, the length of pavement replacement within the same limits and return to the Council for an Inter-Local Agreement with Tarrant County.

Kimley-Horn and Associates, Inc. will prepare the contract documents for the curb and gutter replacement under the proposed IPO. The summary of tasks and costs are outlined below:

Construction Documents Preparation (previously approved)

$6,500

Task 2

$3,500

Task 3
