BACKGROUND/DISCUSSION:
On December 3, 2019, the City Council conducted a Public Hearing to consider a request for a Special Use Permit to allow a day care facility on Lot 30, Block 2 (912 North Old Decatur Road), of the Saginaw Springs Addition.
The property is currently zoned Planned Development (PD)/Neighborhood Commercial. The Ultimate Land Use Plan designates the property as Planned Development (PD)/Neighborhood Commercial. A Specific Use Permit is required to allow a day care facility in Neighborhood Commercial (CC) zoning.
The request was continued due to City Council concerns about traffic impacts related to the proposed facility. A Traffic Impact Analysis was required by the City Council as a condition of approval.
A Traffic Impact Analysis has been conducted by the applicant and reviewed by Kimley-Horn & Associates, Inc. The results of the TIA indicate that “the development is expected to have minimal impacts to the intersection of Old Decatur and WJ Boaz, with overall LOS C maintained for proposed conditions.”
