Consideration and Action Regarding Award of Contract for Bailey Boswell Road Overpass
BACKGROUND/DISCUSSION:
In May 2013, Saginaw voters approved General Obligation Bonds to provide funds for the Bailey Boswell Road Overpass project.
The project was advertised on January 15, 2020. Bids were received on February 26, 2020. The following bids were received:

The contract time specified for the project is 650 calendar days.
Kimley-Horn & Associates, Inc. has reviewed the bid and has recommended the award of contract to Webber.
FINANCIAL IMPACT:
The Financial Impact will be $12,610,133.30. Currently, total projected unencumbered funds available from 2015 and 2017 G.O. Bonds is $10,812,438.60. Staff has identified an additional $2,600,000 in funding available for the project increasing the funds available to $13,412,438.60.
Including this action, the projected encumbrances are the BNSF and UPRR agreements and the construction phase services IPO with Kimley-Horn and Associates, Inc. with an estimated total of $14,220,020.04. The estimated funding gap is $807,581.44. Contract expenditures will be funded in the interim through the Fund Balance with the intent of reimbursing the Fund with a future funding mechanism to provide the total required funding.
RECOMMENDATION:
It is recommended that City Council authorize a contract with Webber in the amount of $12,610,133.30 for the Bailey Boswell Road Overpass. |
