SUBJECT:

Consideration and Action regarding an Individual Project Order with Kimley-Horn and Associates, Inc. for Knowles Drive Final Design

BACKGROUND/DISCUSSION:

On March 19, 2019, City Council authorized a Conceptual Design for Knowles Drive. The purpose of the design was to better define the overall scope and budget of the project for consideration in a future Bond Program.

On December 3, 2019, the City Council’s selected Bond Committee made a presentation to the City Council providing the committee’s priority candidate projects to be considered in a possible 2020 Bond Election. Knowles Drive was ranked second on the committee’s list.

On February 18, 2020, City Council conducted a “Mid-Term Capital Improvement Project Planning” workshop to review projects that might be considered as short-term or interim projects leading up to the 2020 Bond Election. The advance design of Knowles Drive was included. Staff was directed to bring back a design contract for Council consideration.

Contract expenditures will be funded in the interim through the Fund Balance with the intent of reimbursing the Fund with a future funding mechanism.

The project will be designed and constructed in four phases, the phases are as follows:

Phase 1 – Edwards Drive to 400’ South of Woodcrest Drive

Phase 2 – 400’ South of Woodcrest Drive to W. McLeroy Boulevard

Phase 3 – W. McLeroy Boulevard to Longhorn Road

Phase 4 – Knowles Drive and Bailey Boswell Road Intersection Traffic Signal
