BACKGROUND/DISCUSSION:
City Ordinance 2019-22 created a zoning overlay district on properties having frontage or direct access onto Saginaw Boulevard (Bus. 287). Auto Car Wash was identified as a use that would require a Special Use Permit.
Staff is recommending that the Special Use Permit for “Auto Car Wash” be required throughout the City in the NC (Neighborhood Commercial) and CC (Community Commercial) zoning districts. The use would continue to be permitted in LI (Light Industrial) and HI (Heavy Industrial) zoning districts.
The amendment would amend Article 5, Section 5-1 (Permitted Use Table) of Appendix A, “Zoning,” to the Code of Ordinances for the City of Saginaw by amending the “Auto Car Wash” use allowed under the “Automotive Uses” to a use requiring a SUP in the NC (Neighborhood Commercial), CC (Community Commercial) zoning districts, and as a permitted use in LI (Light Industrial), and HI (Heavy Industrial) zoning district in the Permitted Use Table.

The Planning and Zoning Commission met on March 10, 2020 and unanimously recommended the ordinance amendment for consideration by City Council.
