SUBJECT:

PUBLIC HEARING – Consideration and Action Regarding a Recommendation from the Planning and Zoning Commission Regarding Amendment of the Zoning Ordinance (No. 2002-04) Amending the Regulations for “Parking Lot, Off Premises” (Ordinance No. 2020-06)

BACKGROUND/DISCUSSION:

The City has recently seen an increase in uses that allow off premise parking of commercial vehicles. The vehicles are parked for varying periods of times. However, in some cases, vehicles regularly enter and leave the site creating traffic impacts on the adjacent roadway system. The proposed ordinance revision will require a Special Use Permit to allow regulatory oversight of the use and mitigation of traffic and other impacts.

It is proposed that Article 12, Section 12-2 (Definitions) of Appendix A, “Zoning,” to the Code of Ordinances for the City of Saginaw be amended by adding the following definition:

Parking lot, off premises.  A structure or lot, either secured for private use or open to the public, located more than three hundred (300’) feet from any benefited business, devoted to the parking of automobiles, commercial vehicles, or other equipment.

In addition, Article 5, Section 5-1 (Permitted Use Table) of Appendix A, “Zoning,” to the Code of Ordinances for the City of Saginaw is proposed to be amended by adding the “Parking lot, off premises” use under the “Automotive Uses” to a use requiring a SUP in the CC (Community Commercial), LI (Light Industrial), and HI (Heavy Industrial) zoning district in the Permitted Use Table.
