BACKGROUND/DISCUSSION:
On February 5, 2019, City Council authorized an IPO with KHA for the Saginaw Parks Site Analysis and Conceptual Design. The IPO looked at the City’s seven park and provided conceptual designs and cost estimates that were later used in the development of the recommended 2020 Bond Program.
On March 3, 2020, Council adopted Resolution 2020-09 outlining the Fiscal Year 2019-2020 Annual Strategic Project List and Work Plan. A Parks Master Plan was identified as one of the elements in the Resolution. The City’s current Park Master Plan, “Saginaw Parks, Recreation, and Open Space Vision 2025, Quality for a Lifetime” was completed in 2013.
The recommended IPO will build on previous work to develop a current Park Master Plan. The tasks include:
· Inventory and Analysis
· Needs Assessment
· Summary of Existing Trail and Sidewalks
· Summary of Trail Standards and Connections
· Summary of Public Meetings and Survey Results
· Proposed Park and Trail Improvements
· Priorities and Budget Recommendations
· Recommended timeline
KHA proposed to perform the services for a Lump Sum fee of $32,000.
The Parks Advisory Board met on October 19, 2020 and was briefed on the proposed plan. The Board approved a motion recommending that the cost of the Park Master Plan be funded from the Park Fund.
FINANCIAL IMPACT:
The total financial impact will be $32,000. Funds will come out of the Park Fund.
RECOMMENDATION:
It is recommended that the IPO with Kimley-Horn be approved in an amount not to exceed $32,000 for the 2020 Saginaw Parks Master Plan.
