BACKGROUND/DISCUSSION:
The City’s Capital Improvement program includes drainage improvements for E. Cement Creek. The project is under design by Kimley-Horn and Associates, Inc. and is nearing design completion. The design requires that the City obtain three Permanent Drainage and Utility Easements for properties along Opal Street.
Staff has met with all three property owners to review the project with them and to determine if they would dedicate the easements to the City at no cost. All of the owners requested that they be compensated for the taking.
Staff recommends that we engage Tom Kyser to prepare appraisals at a cost of $2,500 each or $7,500 total. Upon completion of the appraisals, offers will be made to each own base on the appraisers opinion of fair market value.
FINANCIAL IMPACT:
The Fiscal Impact is $7,500. Funding is available in the Drainage Fund, Account 14-7000-00-00, Capital Outlay/Special Request.
RECOMMENDATION:
It is recommended that the appraisals by Tom Kyser be authorized in the total amount of $7,500.
