BACKGROUND/DISCUSSION:
The Texas Department of Transportation (TxDOT) is moving toward shifting responsibility for signal preemption equipment on State Highway System signals to cities. Opticom systems are used to change signals to green allowing emergency vehicles to have the right-of-way during a response. The proposed agreement was precipitated during TxDOT’s review of the proposed signal at Saginaw Square Boulevard and Saginaw Boulevard (Bus. 287) on the city’s north side.
There are eight (8) signals included within the corridor:
- Bus. 287 (Saginaw Blvd.) at McLeroy
- Bus. 287 (Saginaw Blvd.) at Park Center
- Bus. 287 (Saginaw Blvd.) at Franklin
- Bus. 287 (Saginaw Blvd.) at Minton
- Bus. 287 (Saginaw Blvd.) at Palomino
- Bus. 287 (Saginaw Blvd.) at WJ Boaz
- Bus. 287 (Saginaw Blvd.) at Saginaw Square
The City would be responsible for operation, maintenance, replacement of the existing opticom systems under the agreement.

RECOMMENDATION:
