BACKGROUND/DISCUSSION:
Applicant/Owner: CFI Farm Properties, LLC
Engineer: McAdams, Doug Powell
Existing Zoning: AG
Ultimate Land Use Plan: CC
Proposed Zoning: PD/CC, PD/MF2, PD/SFA and PD/SF4
The applicant is requesting a zoning change from AG to PD/CC, PD/MF2, PD/SFA and PD/SF4. The development plan is divided into four Districts comprised of Commercial (Community Commercial (CC)), Urban Village (Multi-Family 2 (MF2)), and two Single Family (Single Family Attached (SFA) and Single Family Detached (SF4)).
The property has existing frontage on Bailey-Boswell Road and Wagley-Robertson Road. The development is bordered on the west by the Burlington Northern Santa Fe Railroad. The development extends northward into the City of Fort Worth.
The development includes an interior 4-lane divided roadway (Beltmill Parkway). A Traffic Impact Analysis has been submitted that recommends improvements to the intersections with Bailey Boswell Road and Wagley Robertson Road including turn lanes and signalization.
The developer has provided a narrative and Conceptual Development Plan outlining the standards to be used in the development. Future Development Plan submittals will be required to finalize the Planned Development for the Districts. The processing of these future plans will be as required in Section 7-1 Planned Development district of the Zoning Ordinance.
A spreadsheet has been attached to highlight the proposed variances from City Zoning requirements.
Approval of the request will amend the City's zoning map. However, property will not be permitted to develop until provisions of Section 7-1 of the Zoning Ordinance are met to fully establish the Planned Development District on all or part of the property.
The Planning and Zoning Commission considered the request on November 10, 2020 and unanimously approved a recommendation for Council approval.
