SUBJECT:
Discussion of Future Facility and Bond Project Planning.

BACKGROUND/DISCUSSION:

In light of Tarrant County’s plans for a November 2021 transportation bond, staff is requesting feedback from the City Council on projects to potentially bring to voters in May 2021. Eligible street and mobility projects in Saginaw could be eligible for a 50% match from Tarrant County. This is a tremendous opportunity. Tarrant County has previously participated in major street projects that have included Longhorn Rd. and Bailey Boswell.

Due to the condition of the log cabin Senior Center, staff proposes transitioning senior programs into the Recreation Center in 2021. This will provide additional space, parking, and accessibility. It will not impact Recreation Center activities or rentals during weekdays. With future developments and public improvement districts, it is likely new parks and open space amenities will be created in the city. It is also likely that there will be facility space available for municipal use through PID financing.

Staff recommends the following projects be brought to voters in May 2021:

*Knowles Drive Complete Reconstruction $18.4M

*McLeroy Phase 3-Knowles to Saginaw Blvd $10.9M

*McLeroy Phase 4-Knowles to Old Decatur $7M  (This includes correcting the “low water crossing” west of Knowles and Willow Creek Park.)

Streets Project Total-$36.3M (Please note: these projects could be 50% match eligible)

**Due to the Tarrant County match opportunity, we may be able to address significant parks and senior center needs if matching amounts are secured.**

Staff further recommends that a standalone library of at least 30,000 square feet be brought to voters at a cost of $17.66M. We would recommend that the existing library be renovated to accommodate Municipal Court uses, meeting space, and Public Works staff space at a cost of $5.8M

Facility Project Total-$23.5M

Total Proposed Bond Package-$59.8M

The Veterans Memorial Park currently located in Kiwanis Park next to Fire Station No. 1 is proposed to be moved to a location along West McLeroy Blvd.  This will allow visitors to access the park more easily.
