SUBJECT:

Action regarding Authorization of an Individual Project Order (IPO) with Kimley-Horn & Associates, Inc. (KHA) for a Risk and Resiliency Study and Emergency Response Plan

BACKGROUND/DISCUSSION:

On October 23, 2018, America's Water Infrastructure Act (AWIA) was signed into law. AWIA Section 2013 requires community (drinking) water systems serving more than 3,300 people to develop or update risk assessments and emergency response plans (ERPs). The law specifies the components that the risk assessments and ERPs must address, and establishes deadlines by which water systems must certify to EPA completion of the risk assessment and ERP. The City of Saginaw falls under the population served category of 3,301 - 49,999 requiring that the Risk and Resiliency Assessment be certified by the Environmental Protection Agency by June 30, 2021 and that the Emergency Response Plans be certified six months later by December 31, 2021.

KHA has submitted an IPO which utilizes EPA’s templates, guidelines and assessment checklist to prepare the required responses.

The IPO tasks are divided into two phases. Phase 1 is the Risk and Resiliency Assessment for a Lump Sum Fee of $27,500. Phase 2 is the Emergency Response Plan for a Lump Sum Fee of $27,500 for a total fee of $55,000.

FINANCIAL IMPACT:

The Total Financial Impact will be $55,000. Funds in the amount of $60,000, is budgeted for the Risk and Resiliency Study and Emergency Response Plan in the Water & Wastewater Fund, Special Requests.

RECOMMENDATION:
It is recommended that the IPO with KHA for the Risk and Resiliency Study and Emergency Response Plan be approved for a Lump Sum fee of $55,000.
