BACKGROUND/DISCUSSION:
On March 17, 2020, City Council adopted Resolution 2020-06 seeking Community Development Block Grant (CDBG) for the 44th year Community Development Block Grant Project (FY 2020). The Resolution designated the recommended project to construct new sidewalks in the 215-500 blocks of Bluebonnet Street.
On August 18, 2020, City Council approved Ordinance No. 2020-15 authorizing Certificates of Obligation for $20,500,000 in funds for capital expenditures, including $1,000,000 in Sidewalk and ADA improvements.
On October 6, 2020, City Council authorized an Individual Project Order with Kimley-Horn and Associates, Inc. (KHA) for design of sidewalk completing a loop with the CDBG project around Saginaw Elementary along Opal Street and West Southern Avenue.
The project was bid for construction and on December 9, 2020 the following bids were received:

The apparent low bidder, CI Pavement, was rejected due to error in bid calculations. CI Pavement agreed to withdraw their bid.
KHA has reviewed the references and bids for the next low bidder, Tex-Pro Construction, LLC, and recommends that they be awarded the contract.
FINANCIAL IMPACT:
The financial impact will be $156,680.00. Funding will come from $1,000,000 allocated under 2020 Certificate of Obligations for sidewalk improvements.
RECOMMENDATION:
Staff recommends award of contract for the Saginaw Elementary Sidewalk Loop along Opal Street and West Southern Avenue to Tex-Pro Construction, LLC in the amount of $156,680.00.
