BACKGROUND/DISCUSSION:
The City made application to Tarrant County seeking Community Development Block Grant for the 46th year Community Development Block Grant Project (FY 2020).
On March 17, 2020, City Council adopted Resolution 2020-06 designating its 2020 46th year CDBG project as new sidewalk construction in the 215-500 blocks of Bluebonnet Street.
The total estimated cost for the project is $200,000. The requested CDBG Funding was an estimated $160,000. The City’s share was $40,000.
On July 7, 2020, City Council authorized an Individual Project Order (IPO) with Kimley-Horn and Associates, Inc. for project’s design, bidding and construction services in the amount of $40,000 meeting the City’s share.
Design was completed and on December 3, 2020 and the following bids were received by Tarrant County:

Upon review of the Bid Tabulation KHA determined that Greeniverse Construction made a calculation error and recommends that their bid be rejected. KHA has reviewed the references and bids for HQS Construction, LLC, and recommends that they be awarded the contract.
FINANCIAL IMPACT:
It is recommended that the City Council adopt Resolution N0. 2021-1 recommending that the 46th year CDBG sidewalk construction project be awarded to HQS Construction, LLC in the amount of $146,660.00.
