BACKGROUND/DISCUSSION:
On December 1, 2020, City Council received a briefing on a Comprehensive Plan for the City by the City Manager and Abra Nusser with KHA. Based on Council feedback staff and KHA have developed a scope for the Comprehensive Plan for consideration.
The IPO document provided a detailed description of the scope that is divided into the following 6 broad tasks:
1. Project Management and Coordination Meetings
2. Community Engagement
3. Planning Foundations
4. Comprehensive Plan Development
5. Adoption
6. Planning Process (Optional)
Tasks 1-5 will be delivered for a Lump Sum Fee of $148,250. Task 6 is a labor fee plus expenses with a budget of $10,000. It will be used for unforeseen tasks not covered in the proposed scope and will not be used without prior written approval of the City.
FINANCIAL IMPACT:
The Total Financial Impact will be $158,250. Funding will come from the Fund Balance.
RECOMMENDATION:
It is recommended that the City Council authorize an IPO with KHA in the amount of $158,250 for the Comprehensive Plan.
